Why doesn't the Admin panel language change in Magento 2?

Installed Magento 2. It is necessary to change the language of the Admin panel to Russian. I go System->All Users->User Info->Interface locale and change the language to Russian. The language remains English. I reboot the server / clear the cache (magentovskiy), the language remains English. What can be wrong?

You switch the locale, but the interface remains English because there are no translation files.
