According to your regional settings on the PC, the separator between the fractional and integer parts of NUMBER is a comma.
Your example has a dot.
Therefore, Excel does not recognize the cell value as a number and understands it as a string. Hence the alphabetical sorting.
Solutions:
1. Replace dots with commas;
2. Change regional settings (not recommended).
