Why doesn't scss work after 21:00?

Scss crashes around this time every day.
In webstorm, the console outputs "C:/Program Files (x86)/Heroku/ruby-1.9.2/bin/scss.bat" --no-cache --update app.scss:app.css and nothing else happens.
I can only connect with time, if you enter "C: / Program Files (x86) / Heroku / ruby-1.9.2 / bin / scss.bat" --no-cache --update in the console, then the command immediately displays emptiness, compilation into css doesn't work.
