Downloaded, connected (imported) files, use. What difference does it make where they are located?
And what does the expression "does not work" mean in your understanding?
If you just downloaded/installed, then this is not enough. This is a library of mixins that you need to use in your layout.
If you also included/imported files and use mixins, they should work. If they don't work, sass will complain about files not found, unknown mixins/variables. In this case, the texts of such errors should have been attached to the question.
In short, it's not clear what you have there ...
