Why doesn't scroll work when viewing pdf in chrome?

There is a site page with a built-in pdf document viewer.
The document does not fit in height on the screen, so a scroll bar appears on the site.
The problem is that the page does not scroll with the mouse wheel while the cursor is over the pdf.
Only seen in chrome.
