Why doesn't SASS compile?

Here is my config.rb file:

Here is the main.scss file:

@import "../js/vendor/normalize.scss/_normalize.scss";


I work from under windows installed ruby, sass, compass. I compile in sublime via Build and gives the following error:

D:/projects/clientbridge/sass/main.scss:3: target of repeat operator is not specified: /* ==========================================================================
   normalize.scss
   ========================================================================== */
D:/projects/clientbridge/sass/main.scss:4: syntax error, unexpected tSTRING_BEG, expecting end-of-input
@import "../js/vendor/normalize.scss/_normalize.scss";
         ^
[Finished in 0.1s]


Why can this be so? How can you fix it?
