Why doesn't Safari remember last opened tabs?

Actually, today I noticed that safari stopped opening the last tabs.
From what I found on the Internet

Due to the fact that in the Safari 6 settings there is no longer an option to enable this feature, we will have to go to System Preferences -> General and uncheck the Close windows when program exits checkbox.
did not help ..
I was poking around in the settings, I did not find anything. In the same place I tried to put "Same window" on both options - it did not help either. It started the other day (it seems that there were no updates)
What could be the matter, terribly infuriates :(

Mac OS system?
Close the browser via "Safari" -> "Quit Safari"
Not the red pimpa in the left corner.
And there will be tabs.

If there is a need to open all windows from the last session, you can force it:
"History" → "Reopen all windows from the last session".
UPDATE :
In Yosemite, it is now possible to set Safari to open the most recently opened tabs by default.
