Why doesn't REG.RU return money for domain renewal if I transferred it?

I'm interested in this detail. REG.RU, in my opinion, is a very bad registrar, because it charges at least 899 rubles for the renewal of one unfortunate RU-domain (when its resellers are much less). They won't let you transfer your domain months before it ends, so you have to pay and then transfer if you want to get away from them.

IT lawyers, explain if REG.RU legally does not want to return the funds after the domain is renewed and transferred to another registrar? The registrar cannot prevent you from transferring the domain if the registration has not ended. 7 days before paid-till, you can transfer the domain electronically by receiving an Authinfo code from the domain and entering it on the website of the new registrar.
If paid-till has come, then the domain registration has ended. It will still open for 30 days with the information that it has not been renewed, but this is the Preemptive Renewal Period in which you are given another chance to renew it. It is impossible to transfer a domain in this state, it is prohibited by the Registration Rules.
