Why doesn't pip work for me?

I'm trying to download pygame on my shindovke, but it gives me an error like everything is correct python activated pip install wrote. It only says ""pip" is not recognized as an internal or external
command, operable program, or batch file." And what I have not tried, it feels like I'm a handler

this path should be in the path C:\Program Files\Python38\Scripts\ , you don't have it
