Why doesn't PhpStorm download empty folders from the server?

The latest version of PhpStorm is installed and today I found that when downloading from the server, empty folders are not downloaded (Tools > Deployment > Download). Yesterday there was an update of PhpStorm and apparently after that. I use sftp - goes to the server without problems.
There are these folders on the server, the rights to them are necessary and the owner is set to the correct one (he is under it and goes to the server). PhpStorm itself sees them through the connection to the server and even passes through them before downloading (collect), but skips.
I tried to solve but didn't help. I didn't find anything on Google, although I spent 2 hours.
I recreated the project many times, deleting all files (including service files), poking around in the settings (but there are a lot of them), checking it on the server. There are no problems in other IDE.
Who faced this? Maybe something new in the settings appeared?

Settings and type 'empty' in the search field. In Section Deployment->Options - Create Empty directories
