Why doesn't payment for an order created by an admin work?

Help set up payment for the order. WP+Woocomerce site
The situation is this: The
admin creates an order for the user through the administration panel, the
user sees this order, in the menu my account and presses the pay button and gets to the checkout page, here it is ( zeel.esy.es/ checkout/order-pay/211/?pay_for_order=...
The user selects the payment method, clicks pay, and here a problem arises, redirects him to an empty cart

The result was considered, the tax was considered. I have the same problem on another site with a different theme. And the payment works if you put any product in the basket. As I understand it, the whole problem is that the order created by the admin does not go into the basket by default.
