Why doesn't Open Server work well?

Good day!
Lately I have not loaded CSS scripts. I go to the site via the HTTP protocol (well, otherwise there is no way to run PHP in Chrome) and when I change the CSS on my site it does not change in any way, like pictures, on the site the CSS changes only after restarting the PC. I also specify links to CSS scripts and pictures via HTTP ( OrtSite/mainpage/mainstyle.css or OrtSite/mainpage/hello.jpg for the picture ( Well, it doesn’t show http://, but it is in front)). If you know, please tell me how to fix it?

As an option in the developer panel F12->Network disable the cache
