Why doesn't my django app work on heroku?

I created migrations on localhost, launched the site. Everything worked.
When I uploaded the site to Heroku, the migrations disappeared for some reason:

What should I do?

Because the author of the application did not read the Heroku documentation and did not use the Habr search. This question has been asked here countless times. And even today !
