Why doesn't Mikrotik ping the host if there is ARP?

Good day.
Situation. Network based on Mikrotik. You select an unoccupied IP, register it on a new PC, then in the IP --> DHCP Server --> Networks section I prescribe an address with a gateway and DNS (just in case I enable DHCP on the PC). I check the presence of an entry in the ARP table - there is a correct MAC and IP. I check the Internet and the network from the new PC - everything works. I ping it from other PCs - no ping.
At the same time, this situation was already on other PCs and was solved by selecting another IP. Those. The problem is hardly in the OS (Windows 10). And in general, it was also on other PCs with other operating systems.
What can be underconfigured or where to look for restrictions?

PS From the router, the PC also does not respond. From the PC the router responds without problems.

By default, it seems as of Vista, ping is disabled on Windows. Search the Internet for how to enable icmp on a Windows machine.

This is only possible if the addresses match or there is a loop in the network (unless, of course, the tick was stashed in the configs)...
The fact that you see only one IP-MAC bundle in the ARP table on a tick does not mean anything at all.
Check ARP ping on PC MAC.
If it passes - the network topology and uploading the tick config to the studio.
