Copy the file “/home/weblogic/Downloads/spellchecker-dict-russian/lib/spellchecker -dict-russian.jar" and rename it to "russian.dic". Now it remains in the PhpStorm settings in the File -> Settings -> Spelling dialog, the “Dictionaries” tab, click on “Add” and select the folder in which the “russian.dic” file was previously saved.
