Why doesn't it let me update the server to the next version?

It has W Server 2008 R2 standart, the task is to upgrade it to server 2012, I launch the exe installer, the installation window appears for a second and immediately closes. Tried 2016 and 2019, same issue. We deployed a backup machine on another hardware, everything is the same.
When you try to install from a USB flash drive, at the last step the installer dialog box appears (I won’t say verbatim what is written there), saying that you won’t be able to update from a USB flash drive

Launched with elevated rights, most likely you do not have enough privileges to perform the update.
