Why doesn't it connect to VPN ikev2 via Megafon LTE?

Set up IKEv2 VPN Server with StrongSwan on DigitalOcean. Everything is perfectly connected through a ground operator, but it does not want to work via LTE from Megafon, it simply resets the connection.
Maybe something needs to be added in the settings or maybe a megaphone is blocking it?
UPD: Notice another strange feature, if you punch ports on the ground channel through the map, then only 22 SSH is open, and if you punch through LTE, it says that only 21 FTP is open, although FTP is not installed on my server at all, how can this be at all ?))

Up to the actual blocking of DigitalOcean by a megaphone on command from the RKN. I remember that one of their subnets is still on the RKN list, maybe they gave you an IP address from it for VPS.

A megaphone may well cut port 500. MTS did not cut it, although 1723 pressed specifically, but that was a long time ago ... Try a non-standard port - unless of course there is such an opportunity on the client (there is definitely a strongswan)

They wrote in telegram channels that they have configured dpi for vpn.
