Why doesn't istartwith work with Cyrillic in Postgresql?

If in English, then everything is fine, it finds both capital and small letters. Russian names, only with a large one (by default, I have them with a large one).

It looks like the wrong collation was set when the DB was created . Recreate the database with ru_RU locale and UTF-8 encoding.
