Why doesn't iptables work in FreePBX build?

Installed FreePBX Distro and enabled iptables. And for some reason, it allows me to access all services, although I used to have a pure asterisk and, with iptables enabled without rules, it didn’t let me anywhere at all. As I understand it, the whole point here is in fail2ban, only in the standard config I did not find any rules there. Where are they registered? And I would not want only fail2ban to track all security, I want to make a bunch in the form of iptables + fail2ban

1) What does "enabled iptables" mean? Where are the rules?)))
2) Maybe earlier with iptables without rules, policies were set to DENY, so it didn’t let me go anywhere, although there were no rules.
