Why doesn't iPod Shuffle work with third-party headsets?

Good afternoon. I recently purchased an iPod Shuffle and headphones with a remote control from Skullcandy. And I ran into a problem that the player is not friendly with the Skullcandy headset. It does not show at all that the headset is present. Although everything is in order with native headphones: the volume / track change switches work as expected.
What is the problem? Purely in the headset?
