Hello! There is the latest version of Photoshop - Adobe Photoshop CC 2019 20.0.1.17836
windows 10 x64 For some reason, the
hot key - ctrl + alt + shift + s does not work . I also turned off background programs, I thought maybe one of them was interrupting - it didn’t help, they still don’t work

You have a comment about changing the hotkey, try changing the hotkey and checking this option. Since there can be many variations, up to problems with one of the keyboard keys.
