Why doesn't fullscreen work correctly in osx?

Welcome all.
There was a problem here.
There are 2 macbooks, on one when watching online video in full mode, chrome tabs and dock do not go away.
Why can this happen? On the second poppy with the same axis version and everything the same (they are twin brothers), the video plays fine.
