Why doesn't FreeBSD start all daemons?

Good afternoon!
FreeBSD does not start all daemons when booting. Reaches racoon and various messages are issued. How to make the system bypass the racoon, i.e. did not launch it, but launched the rest.

Would you bring these messages to start, or what? :-) Maybe it's not the racoon at all.
