Why doesn't file-include-webpack-plugin run?

Good afternoon. Has anyone connected the plugin https://github.com/Vishal0203/file-include-webpack... to webpack to work with includes? I can't figure out why it won't connect.

And no errors are thrown. The example doesn't work either.
