Why doesn't Excel save csv with a comma?

The problem is, I need to save csv with comma delimiters, but when I select "csv (comma delimiter)" through "export" Excel saves with semicolon delimiters ... I changed the delimiter to comma and in the regional settings of Windows and in the Excel options "advanced" "editing options"... nothing helps, it still saves with a dot and a comma. Please tell me how to fix this?

use OpenOffice and/or LibreOffice.
where the delimiters are set explicitly.
though there are some restrictions on the number of lines (I don’t remember the exact number)
