Why doesn't Enviroment find in OCCI Oracle?

I connect to Oracle from C++.

If I'm writing an application, then it's fine... And if I'm writing a static library, then this code:

#include <occi.h>
Enviroment *env;

gives an error: 'Environment' does not name a type.

Maybe some settings need to be specified?
