Why doesn't Emmet give a dropdown list in an HTML document?

I type all the tags manually, when the tag is completely typed and I pressed TAB, then the same closing automaton is created. Or if you press CTRL + space when typing a tag, then a drop-down menu also appears. How to make Emmet work by itself? As in many other editors.

If I understand you correctly, then in order for html to have auto-substitution, then you need to start the tag with <.
