Why doesn't DocumentRoot change in MacOs?

Hi all. I reinstalled apache2, now I can’t change the root directory, it’s always only on
/Libraries/WebServer/Documents/
I changed DocumentRoot everywhere and changed it in vhost, it still points there.
What am I doing wrong?

And sudo apachectl -S shows what path?
How do you apply settings? Try to completely stop the service, make sure that there are no processes in the list of processes and start it again.
