Why doesn't dns change work?

Hello.
Configured DNSmasq, registered a direct conversion zone.

[email protected]:~# cat /etc/dnsmasq.hosts
212.32.248.109 vk.com
212.32.248.109 test.com
212.32.248.109 nasa.gov

Now let's test this.
[email protected]:~$ nslookup test.com
Server: 127.0.0.53
Address:	127.0.0.53#53

Non-authoritative answer:
Name:	test.com
Address: 69.172.200.235

[email protected]:~$ nslookup test.com 212.32.248.109
Server: 212.32.248.109
Address:	212.32.248.109#53

Name:	test.com
Address: 212.32.248.109

I registered in the settings of my router as the primary dns server - my server. Got the address via DHCP.
Bottom line: The provider blocks external addresses as dns servers. Can this be bypassed somehow?
Put another router, did the same.
Bottom line: test.com opens normally, as well as resolves through my server.
vk.com - opens on its original page. Cleared browser cache.
Is this a resolution at a higher level?
