Why doesn't Cygwin see the JVM on Windows 7x64?

I'm trying to run a sh file on Cygwin, I get an error: "No suitable Java Virtual Machine could be found on your system. The version of the JVM must be at least 1.5. Please define INSTALL4J_JAVA_HOME to point to a suitable JVM. You can also try to delete the JVM cache file"
At the same time, java 1.8 is installed (see the result of java -version on the screenshot), the PATH contains the path C:\ProgramData\Oracle\Java\javapath
I tried to reinstall java, and also set the INSTALL4J_JAVA_HOME environment variable and specified the folder in it jre: c:\Program Files (x86)\Java\jre1.8.0_121 (before reinstalling java was in c:\Program Files\Java\jre1.8.0_121 - but also to no avail).
I also installed the install4j environment, set the path to it in the INSTALL4J_JAVA_HOME environment variable: c:\Program Files\install4j6\
No changes. What could be the reason for the error?
