Why doesn't CSS styles appear from Chrome browser (even though Opera sees them)?

Good evening.
Faced a painfully strange problem - Chrome does not see template.css
Although Opera does.
The site is on Joomla.
I don't really understand what could be causing this error.
I will be glad to advice.

Problem solved! See in this case hosting settings, or rather caching settings !

Some kind of mysticism, in chrome at the css address a white screen is displayed, as if it is empty, but everything is fine in the opera)

IE loads this file, Google Chrome considers it empty, even when saving, so it is. Probably, the server gives files depending on which browser it has defined (but, it seems, according to User Agent'y, it still does not give it to Chrom, probably, some other methods).
