Why doesn't blocking bypass through proxy work?

I set up a squid3 proxy on my vps (Germany), if I go to 2ip.ru, it shows the German ip and that the proxy is not used.
This method worked with Rostelecom, but not with another provider (although I tested Blockcheck (from VladikSS) and he writes that any method will do).

потому что прокси траффик прозрачен, видны все заголовки итоговых сайтов, к каким обращаетесь
нужен VPN, тогда у прова будет только destination IP и больше никакой инфы
(ну кроме той, что пользователь - хитровые..., хотя с рутракером таких сейчас много появится)
