Why doesn't Asterisk 13 allow a peer to connect via TCP?

Have Asterisk 13 on Debian 8. Client on LAN
sip.conf

tcpenable = yes
bindport = 5182
tcpbindport = 5182
tcpbinaddr=0.0.0.0

In the peer itself, I specify transport = tcp
Sip client Zoiper. In the settings I specify to work using the tcp protocol
. After that, a registration error pops up.
asterisk has the following error: 'TCP' is not a valid transport for '103'. we only use 'UDP'! ending call.
What is the problem?

In the settings of the peer, look at what is written, there may also be transport
