Why doesn't apt-get work on Debian 8?

The situation is this:
You need to install libraries to work with OpenCV. When trying to install, APT-GET writes that it is not possible to find IP addresses for repositories from which archives will be downloaded.
What could be the problem?

Google DNS, try to put it on the router or whatever you have on the Internet.
Maybe the provider is weird.
The site http.kali.org should open normally

Dear users. Thank you all for your help. Issue resolved.
The thing was that while trying to install the libraries, V-REP was launched, looking at the routes (Kali Linux - there are many tools) I saw that all requests were redirected to its RemoteAPIServer. After disabling the program, everything worked.
