Why doesn't Apache Fast CGI have access to scripts and styles?

I followed the instructions in my question :

FastCGI: server "/usr/lib/cgi-bin/php70-fcgi-www" stderr: Access to the script '/home/www/site.com/*.js' has been denied (see security.limit_extensions)
FastCGI: server "/usr/lib/cgi-bin/php70-fcgi-www" stderr: Access to the script '/home/www/site.com/*.css' has been denied (see security.limit_extensions)

From which side is fcgi generally responsible for css / js? Why doesn't apache give it directly?
