Why doesn't AI in games learn?

AI tends to evolve.
So why even after 100 times of completing the mission, the bots will play with the same power?!
If you do not take into account the restrictions, like, beginner, average, veteran, etc.

Because AI in games is usually just a state machine. There, even if there are some variables to simulate memory, then the development of the system itself, i.e. patterns of behavior do not occur. This is done to save computer resources. Yes, and ordinary players do not need much. That is, super smart AI is not required. On the contrary, we need one that would be beautifully given to the player.
Although one can argue with the last thesis, it will be a separate beautiful game design dispute that is not related to this issue.

Games don't make AI learning process.
He is the way the developers made him, in order for him to learn, completely different PC resources, algorithms for him, etc. are needed.
Well, in any case, today AI can learn only on such a number of repetitions that no human life is enough to "manually" teach it, so the developers have to make a difficulty slider that affects the degree of adequacy and honesty of bots: )
