Why doesn't Adobe Premiere open mp4 files in windows 8.1?

I was on the seven, everything worked, I installed the eight, installed the same pro example on which I worked on the seven, and then an error pops up like the format does not support or the file is damaged.
Is it possible because of the net framework or is it because of the eight?
