Why doesn't ADMob show ads?

For more than a month I can’t enable AdMob in the application .. For the first time in 1 year (a year after the release of the application), I inserted their code according to all the canons and rules, after 2 days a message appeared:

Ads are limited The number of ads you can display is limited. Detailed information can be found in the Rules Center."

I wrote a message to their forum, to the mail - unfortunately no one answered for a month = (

Sometimes, after a couple of three days, the restriction, as I understand it, is removed. In the AdMob dashboard, at the top, the message about the restriction disappears. But it costs me turn on ads in the app, the blocking of ads is immediately turned on, not even a minute passes.Moreover, if earlier in the ad block you could see banners with ads, now the ad block is empty. What addresses can I reach AdMob?

My ads were not shown for about a couple of weeks from the moment of connection, and after being published on Google Play, the ad stopped showing again for about a couple of weeks.
