Why doesn't Active Directory replicate all OUs between domain controllers?

Good afternoon.
I noticed that the number of divisions differs on domain controllers, although replication shows that there are no errors. The PDC where all five FSMO roles reside has the most OUs. The same number of OUs on another domain controller. The remaining two domain controllers have fewer units and, for example, they do not have the Microsoft Exchange System Objects unit with monitoring mailboxes, Program Data, NTDS Quotas, TPM Devices, VMMDKM for SC2016.
How in general it is possible to bring divisions on domain controllers to one type? repadmin /syncall doesn't help.
New OUs created manually are replicated. I tried to manually specify from the controller where there are most divisions to transfer everything to the one where there are fewer of them - it did not help.

I'm at a loss even in which direction to google, since there are no errors.

Most likely they are present on all domain controllers - you just need to go to ADUC in View and enable Advanced Features.
