How do I license users|devices in a Windows Server 2016 AD failover cluster?

The essence of the problem is this - the organization wants to grow a little, these desires include the need to introduce a new domain controller under AD... it was decided to build a failover cluster of 2 (two) physical servers running Windows Server 2016 ... the fleet of users is no more than 150...
