How to direct Cluster AD RMS?

Good afternoon.
We deployed an RMS server, which is part of the cluster of our parent organization. The server was configured, certificates were issued, etc., etc.
Now, when a user in my organization signs a document, the request goes to the head server of the head organization, completely bypassing our server. The same thing happens when you open a document.
How to tell our Office'y what to contact our local server?
