Why doesn't a known-working proxy work on all builds of Windows 10?

I installed many different assemblies of Windows 10. I registered a proxy server in the Windows settings, somewhere it worked immediately, but somewhere never. I also tried to install Windows 7 and registered it there too (in the Control Panel - browser properties), it also does not work. What does it depend on? How to set it up so as not to endlessly iterate over assemblies? I just installed a license. images.

Reinstalling the OS is a pointless activity.
The proxy server in the operating system settings is used in a very small number of cases, i.e. the application must have support for determining this proxy, including the browser (for example, firefox does not use system settings, if you do not select the proxy setting - automatically)
Further, not all applications that can read proxy settings can work with socks and even https proxies (because they there are different ones), so first you need to understand what doesn’t work for you and how you checked that it worked somewhere.
