How to create a proxy in WMware so that it works outside the local network?

In detail what is there - On a Win 7 PC, Internet directly via cable, static white IP, on a WMware virtual machine with Win XP installed, Internet access is configured via a USB modem, using CCProxy a proxy of the form 197.168.0.197 with a port is created, the proxy works in local network. The question is what needs to be done, how to set it up, how to create such a proxy in a virtual machine from the Internet from a USB modem that will work outside the local network, that is, like a regular proxy in our understanding, which you can work with from any PC, and not just and not necessarily in the local network? I heard something about port forwarding, but I only heard how to search for this information on the network I don’t know, because I don’t know how to formulate my request correctly. I also found out that there must be a white IP for this, but in Wirth. The car doesn't have it, of course.

Well, if you yourself cannot formulate a request - why do you think that they will do it for you here? Moreover, you know the conditions of the problem completely - and here only a part is known.

1. In the VmWare settings, specify "direct connection to Ethernet"
1. Make forwarding on the router, which gives the Internet via cable to the proxy server address.
