Why doesn't a HID device work on one of two identical OSes (error 43)?

I received one simple device from China that connects via USB. The product description says that when connected, it is defined as a HID device, so no drivers are needed.
At first I tried under Linux - everything worked as it should, without any dances. Then I rebooted under Windows 8.1 Pro x64 and the device was not detected, error 43 falls out:

Windows has stopped this device because it has reported problems. (Code 43)
A request for the USB device descriptor failed.

Rebooted under Macos, there is the same Windows 8.1 Pro x64 in the Parallels virtual machine. I threw the device into it and it all worked.
It turns out this picture:
  1. Windows 8.1 Pro x64 (primary) - device not detected
  2. Windows 8.1 Pro x64 (virtual) - the device is working
  3. Linux - the device is working

Windows in the virtual machine was installed from the same image. Updates both there and there are the latest ones. The only difference is that in the virtual machine, apart from the Parallels drivers, there is nothing else.
On the main Windows, I removed the Etron USB drivers, went through the Driver Store Explorer program, cleaned up all sorts of Razer and ZTE drivers, but the error still falls out.
Tell me, in which direction to dig?
