Why does youtube still need Flash?

Actually, for 5 years now I have been hearing that youtube is about to abandon Flash and switch to HTML5 and normal video containers. Actually, a small part (about 10%) of the videos are actually shown without Flash, and the remaining 90% still do not work without Flash.
Actually what is the reason? Why are they holding on to this Flash so much?
It's just that youtube is the only service that requires you to keep Adobe Flash installed.

I don’t know about you, but I’ve been watching YouTube without flash for a long time. Try to poke into the settings, there seems to be somewhere you can enable html5 permanently.
