Why does Yandex show a different number of search results?

If you enter the query "Year of Ecology" in Yandex ( https://yandex.ru/search/?text=year%20ecology&lr=213 ) you will find 65 million results. And it will find 122 million results if you request "the year of ecology in Russia" ( https://yandex.ru/search/?text=year%20ecology%20v%... )
Why does a wider subset produce fewer results 65 million versus 122 million?
