Why does Yandex see a site that should not be indexed?

there are 2 domains, 1 for working with layout, the second for working with CMS - usually wordpress.
So, these subdomains have never been configured for search and Google does not see them, but for some reason Yandex indexes them. what to do, how to remove indexing in addition to adding robot.txt
