Why does Yandex consider these URLs to be non-canonical? Or how to make the canonical URLs on pages with pagination correctly?

Maybe someone faced this problem:
On all pages in the header of the site, between the head tags, the code is:

<link rel="canonical" href="http://site.ru/kresti-gospod-vsederzhite.html" />

Poidee, as Yandex advises, accordingly, this page is available, relevant, code 200, etc. etc.

But in the webmaster there are indexing errors:
http://site.ru/kresti-gospod-vsederzhite.html?start=18
http://site.ru//kresti-gospod-vsederzhite.html?start=27
http://site.ru//kresti-gospod-vsederzhite.html?start=9

Excluded pages → Pages are prohibited from being indexed by the webmaster or do not exist
The document is non-canonical

The site is whiter than white. Even the links have been removed, in connection with Minusinsk (this, of course, does not particularly apply to this problem), but such a beard has been going on for 4-5 months.
What could be...

@Rainberd

In the header of the page

http://site.ru/kresti-gospod-vsederzhite.html?start=18
is the code link rel="canonical"...present? Then everything is correct, you yourself tell Yandex: this page is non-canonical, after the canonical go to http://site.ru/kresti-gospod-vsederzhite.html(without parameter)
