Why does windows 10 pro see 2 out of 4 cores (2xCPU)?

I use VPS with licensed Windows 10 pro. OS sees only 2 cores out of 4 (on 2xCPU). How can this be fixed?

Technical support says to switch to a server OS, but I need it for personal use, so this OS

Cmd.exe from admin
bcdedit.exe /set numproc 4
Restart
Or via msconfig
Set the number of processes to default
Restart
And then set 4
Restart

They meant 4 cores with HyperT.
look in the Manager "Change Graph" -> "Logical Processors".
