Why does Windows 10 only boot from the boot manager?

Absolutely by accident I noticed that my windows 10 does not boot from the SSD, but prefers to boot only from the Boot manager, when I try to boot from the SSD, the cursor and the inscription select proper boot device come out.
I thought that a complete reinstallation would help, formatted the disk, and re-rolled the top ten, but the same thing, it only boots from the boot manager.

In principle, the system works fine, there are no special problems, but I'm wondering if this is generally not normal, it's a bit annoying.

"Select the correct boot device" BIOS tells you what to do, at best, reset the BIOS to default.

You are comparing soft to warm.
An SSD is just a data store.
Boot manger is a specific section that stores information about how to boot the OS. It can also be on the disk along with the OS, or maybe on some other one.

When you select a specific drive (in this case, your SSD), the BIOS tries to boot it in "Legacy" mode - looking for a boot record and sector on the drive itself. Naturally, you have the axis installed in UEFI mode, with the addition of the UEFI boot entry "Windows Boot Manager" to the settings. And the "Legacy" mode writes that it failed to boot, there is no sector. But in the "Boot manager" entry, the path to the system start file (which probably lies on the same SSD) is registered, and everything is loaded correctly.

To do as you wish, reinstall the system by deleting all partitions from the SSD and a partition of ~ 500 MB at the beginning of the HDD (your boot manager is located on it). To install, select the entire SSD, Windows itself will create a service partition.
There are options without reinstallation, but I think you won't bother.
